Meeting the RDA is easy, they're sitting in my system, however, unless said rival is already present at Finley 1 with J'Rah and company, he'll have to wait at the star for the Sun Tzu to return home to inform them to resume normal communications with me.  Any and all ships jumping to Antynene without having word sent ahead by the RFT results in their immediate destruction.  (Amusing stipulation to the terms of our alliance.)  Just something to be aware of.  Or you could just wait until I've fully exposed the dark scouts, Vulknor claims responsibility for the bombing, and I call the trade conference.  Then you can meet the RDA in my system then since it'll be freely open to all civilian ships and envoys.
