[Bug/Gameplay][0.24] Enemy town built inside my teritory

This enemy Sovereign was able to build a town just inside my teritory.

Also, the savegame with this situation crashed. Submited logs to fogbugz

Edit: suggestions made.

 

As to the problem, it might just be that the enemy is allowed into your territory without declaring war.  But maybe they did declare war and the game just hasn't told you yet.

The enemy entered in my territory two turn before building the city, and the foreign relation screen told me that is Neutral.

Even if was not neutral, it will not allowed to build a city in my territory.
