How can i have permission for my skin?

Hi,i'm asking how can i have permission fom ny skin?i'm talking of a skin dedicated to the "South Park" cartoon to share with you

i'm tried to upload the file but my skin was rejected because i've not the permission and copyright.

I hope isn't too hard!

You have to get the permmission from the SouthPark official's certificate first which at www.southparkstudios.com/

Then included that file on your skin.

But to be honest,yours not qualified enough to get that as the screenshot you shown. Sorry,should I hurt your feeling. Being one well-known meida as Southpark,every detail counts.
