This bug only appears when I quit the program and then restart. Going to main menu and loading appears to work fine. However, when quitting the program and then restarting and loading, cities and terrain (i.e., ruins, fertile areas, etcetera) disappear.

I am aware that it is a well known bug. However, the posting guidelines you refer to do not address this issue, and other posts indicate that Stardock is interested in the frequency with which issues appear as well as their existence. Stardock's interest in the surveys appears to be largely in order to get a handle on the frequency of certain issues.
I think 22 occurences of this is quite enough. It happens virtually every time you load a game.
Frequency can also be given by posting 'I also have this issue' and your report in any of the above threads (preferably the first).
True, the guidelines don't really talk about duplicates, they are more for the format of the bug posts (like posting your debug.err to pastebin.com), and the title [Bug/Graphics].
Duplicates are referred to in the beta requirements and known issues sticky, though admittingly they could be a tad clearer on the subject.
Kryo, the guy in charge of organizing the issues here, certainly would like to know if problems are duplicates (see here).
