[Idea] Voice warnings in reference to Starbases

"The enemy is building a Starbase at our wooorlds "- Vasari

"Defilers are encroaching with a Starbase" - Advent

"Reconnaisance reveals a Starbase consturcting in our territory" - TEC

well...you know what i mean.

Something like this would be pretty straightforward and I think it is only fair to have something like this.

I would like an "enemy starbase construction" notice. Even if it's not voiced, a sound could be played and a new ominous looking event card could pop up. When managing a battle I'm obviously not zoomed out to see phase lanes and the constructors jumping in and it's very easy to miss.

Excellent idea. I also like the idea to add other, atmospheric noises that would play when different events occur.
