[Bug] Advent Starbase Won't Upgrade

First, I apoligize if this is a double post.

Second, my starbase won't upgrade!! I have enough resources, the technologies are all researched and the progress bar never moves.  I had like five upgrades qued on 3 different starbases.  I would try to get you the screenshots I took but I can't seem to find them.

(Karma to whoever tells me where screenshots are saved)

tell whomever is hosting to turn ALLOY off. thsi is a know bug preventing starbases from upgrade.

Lol, I was hosting.  It was multiplayer and I believe I had Alloy on. Ugh I still can't find that directory for the thing haha. I'm not good with that stuff...
