ship maintenance costs....

If I understand correctly, you can see how much you are spending on ship maintenance by putting the military slider at zero. What ever is left over is maintenance.
If you spy on another race, you can see how much they are spending on their military, though of course you can't see how much of that is maintenance.
In several games, I have gone to the trouble of counting an enemies ships in order to calculate an estimate of how much they *should* be spending on ship maintenace, and each time the value was 2 to 3 times their total military spending!
Am I correct in thinking that alien ship maintenance is included in that military spending figure, or is it somewhere else?
I started looking for this after noticing an enemy had a much larger military than me, but a smaller economy. I couldn't figure out how he was managing this without devoting his entire economy to ship maintenance.
Any thoughts on this?
