Modding for Vista...?

Okay, so.. yeah... I may be missing something really obvious, but oh well... Like a few other beginers, I've had the trouble of finding the "Mod" folder,,, On a previous topic, I someone mentioned searching for the application options, ect ect... I tried this process, but to no avail. Vista seems to hate me... (I hate vista.. neverl iked it anyways) So, anyone good with Vista tell me what to do?  Please and thank you...
