Need some help. How to Install and Play Mods

I'm having trouble with this 7 Sins Mod that I just recently downloaded.  I also downloaded 7 zip so I could extract it.  I am new to mods, I've never used them, because I just can't figure them out for any game I've tried to use them for.  I need some serioud help from the beginning to me playing the darn thing.  I made a folder in Sins titled "Mods" and I've extracted the folder in there, but when I play the game to start the mod, it isin't in there.  I looked at the "Mod Path" and it is saying C:\Document and settings\"Username"\Local settings (Which I can't find)\Application Data\Ironclad Games\SoaSE\Mods  I've tried following that path, but I can't find Local settings when I click my "User name" folder.  I need some help please.

If you're using Vista...just copy/paste this into your search icon in the toolbar and you'll instantly get it!

I'm not using Vista, I'm using XP, but I found the correct file path that the games says when I click it.  Now I extracted the file win 7-zip, but now I've looked on the game to "play the mod" and it doesn't pop up.  I am going to restart the game and see if it pops up now.  But the problem is that is doesn't pop up.  Solution?
