Planetary Quality Attribute

I think that maybe the planetary quality attribute would be more effective if it was moved from 5% to 7% improvement. That would give the user a +1 quality rating boost on planets rating 15 to 26.

This would make it more of an effective strategem for the early game. 12% and 17% respectively for the other two settings.

BTW, do other AIs have similar settings for attributes? If they do, it might be nice to be able to have a menu to set them in the pre-game race setup screen. That would add another layer of depth.......

In the first place, after the Soil Enhancement and Habitat Improvement, that extra 5% improves every planet with class > 11 by one point, with the exception of class 15 planets. Secondly, of course it would be more effective .... which is why if that's done, it should cost more. The question is, (a) is it moddable, and (b) if so, can the AI use the mod effectively?

Finally, I wonder why you call it an 'early game' strategy. For me, being able to colonize planets the AI ignores is a mid-game strategy for expanding uncontested. I don't consider it an early game strategy because those planets will need to rush soil/habitat/entertainment improvements, which presumes and amount of $$ you won't have early on.
