Imagine, if you will, a game combining, the Sims, Sins of a solar empire, Team Fortress 2, and Duke Nukem Forever!
lol, so it would be part vaporware? 
Scouts with baseball bats? sweet!
(the animation of scouts "clubbing" on another would be worth it alone.....) 
faints from shere enjoyment of imaaging how it would look if done right can picture team fortress duke nuke em sims on a planet and sins between them wow
Or how about just galciv3 or sins2 being in a procedural universe with procedural races/ships, numbering 400billion different stars(all with a bunch fo unqiue planets) and thousands of different races.
So you could never finish the game even if you played non stop for the rest of your life.
I'd settle for that. 
ah but there you would need a reasearch tree to match it as well and not like civilisation where it will be future tech 1 future tech 2 etc once you have reasearched everything
So let me see, Gigantic heavies wielding Novalith cannons through a "2Fort" esque star system beuing chased by Mauraders wielding Crit Hit Backstabber cannons......AWSOME!!!!!!!!!!!!!!!
