I need a litte help to get skin to work (New to this)

That's the link to the skin I've downloaded. If you look to the right of the picture you can see the time, day, weather and stuff. I like that whole temple. But I don't know how to get that stuff visible. I can load the skin in WindowBlinds to skin windows, but do I need another program to bring up the time, day, weather and so?

I could really go for a stout.
From what I've seen of it,it's much more customizable and better looking than what Vista has.I download too much stuff already or I'd have that too. 
And I use DX themes now,most have meters,weather,MP and a calendar.
