Bug: Rush Buy Structures While in Debt - TA Beta 6c

Found that even though you are in debt, (-0) you can still rush buy structures while in the Colony Management Screen in latest beta 6c. You cannot buy the buildings when in the Planet Screen. Sent save game, screen shot and debug.err log to gcbugs mailbox.

Looking good - can't wait for the final!
