Why can I see what ships are in orbit for a planet in the fog of war?

Have you ever noticed that you can see any and all ships in orbit of a planet even though it is cleary in the fog of war? Unless I am mistaken, they seem to be the current ships and not an "image" of the what was there the last time the fog was lifted.

Except for ships moving in space doesn't having the fog do this defeat the whole purpose of having a fog of war?

When a ship is in orbit, its warp-engine's gravitational flux interacts with the planet's to produce resonances in the tachyon matrix which can be detected from anywhere in the galaxy. Yeah.

The fog stops you from seeing ships coming (Eye Of The Universe notwithstanding), but I think it's nice that you can see what you're going to be up against when you're planning an invasion. Otherwise I think there'd be a tendancy for everyone so sit still and build up what they hope is an unstoppable for before committing.

Having said that, I've been having some success lately in using my wealth to buy the garrisons of target planets just prior to declaring war and invading them (admittedly, only against normal AIs). Perhaps either

a) Ships in orbit should not be purchasable.

b) The names of docked alien ships should not be visible.

So I am right about being able to see ships in the orbits of enemy planets behind the fog or war. I love this game but this seems like a pretty bad bug.

Unless someone can explain to me why they would have the fog work like this, I think the fog of war is next to useless, especially on small galaxies where the enemy planets are fairly close to you.
