I want to actually create my own mod. Not download one. What do i use and where can i get it from?

You can use the GalCiv Writer for editing the text files http://www.neotechgaming.com/forums/index.php?act=dscript&CODE=showdetails&f_id=2001

AFAIK Cari did offer some grafics tools in a thread in this mod forum.

I have also been looking for a mod creation program, but when I clicked that link to go get the GalCiv Writer it wouldn't let me download it. All it did was take me back to the main area for downloads. How can I download the file?
