Thought this was real cute on the part of the AI

Started a game on medium map, sub-normal AI all around. Got off to a decent start in the center of the map, grabbed five stars, seven planets altogether. The Altarians were right next to me and made contact. I flew to the west and met the Arceans. Not long after, the first UPC came up.
The resolution we were voting on was the one where all civs in the UPC donate a certain amount of money every year to a goodwill/morale type organization.
Somehow, the Altairians, who only had one star but were flying up the research tree, voted for and managed to pass the resolution, making us all pay 1,000 CP FOR THREE YEARS! Mind you, we're all in the early, EARLY colonization stage, just over a "year" since the game's start!
My treasury, already low from buying a colony ship and a constructor, dipped immediately to -$750 or so. All production and research stopped (the current research project showed 1,000 turns till completion). In other words, I was dead in the water.
The capper was the Drengin, who were only a sector or two to the north, decided to drop by for a little slamdance on Sol. As they hadn't contacted the other races yet, they were then unaffected. I stopped playing right there, stunned by what I had witnessed LOL
Real cute, you !@*!$& Altarians! It could've been worse, though, I suppose...the Arceans were already $300 in the hole when I met them.
