Serious approval rating problem...solutions?

Playing a medium-sized galaxy, AIs set to beginner. I'm dominating culturally, no one's fired a shot, I've got a ton of starbases on resources, etc.

Things would be okay, but I'm having a problem with my approval rating. I'm trying not to get my Populists voted out of office, but setting the tax rate to zero only gets my approval to 49%. I'm using propaganda on my planets, building morale structures (news network, entertainment center) everywhere I can, but my approval rating is slipping.

Any idea on what to do about this? Any help would be appreciated!

Are you in debt? That's the only thing I can think of, since you've covered everything else.
