Trade and Starbase question

If you have a starbase with some of the module that boost the income of a trade freighter in that sector, does this module only impact your own vessels, or are the AI vessels affected by this as well?

I'm pretty sure it only effects your own freighters.

Though there's a Galactic Council vote that lets your Starbase modules grant their bonuses to Allies.

Any official word on this? Since the trade routes work two ways, I thought maybe the trade route base improvements would be also.
