Where was the screenshot posted? I would contact whom ever posted the screenshot and ask them what they used.

The wallpaper is too busy for me. The rest looks like it could be a DX Theme.

Thank you all very much. I forgot to mention I didn't care about the wallpaper (actually it is not a wallpaper at all but a messed up beta program that just put a bunch of it's icons all over the screen)
