Diplomacy Question About "SEND" Button

When playing the game and the Diplomacy Screen pops up and another race speaks with you, my "SEND" Button is missing until I click on something in My List of things or His List.

Is this the way it is designed?

I got a message about helping any races with Money and Weapons to fight so another race does not know about it, but the "SEND" Button to say anything back is missing until I click on something.

This is most frustrating.

Please help if you can.

An Additional Note about the Diplomacy Screen. I think you should be able to see your current total of all the Money you have on hand when people ask you to give them money.

So again, please help if you can.

Not an official answer - and I'm only in game 3 right now, but I'll give you my impression.

Are you refering to a random event, or a "normal" diplomatic exchange?

Generally I believe that deplomacy in galciv is based on "actions" not "words". So unless one side is offering (or demanding) something - then there is no point communicating.

I'd guess that if they're looking for support, you can either
1) select money, ships, etc and click send (thus honoring the request
2) click reject, rejecting their request

If you're looking for a "token" of support, you could offer 1 credit or 1 influence - but hopefully the AI wouldn't let this influence them very much (or perhaps should even call you cheap @#$%%^).

Just my opinon, let me know if I missed something.
