Planetary Morale

I seem to have trouble keeping my planetary moralle up. I have 4 systems that I have had control of since nearly the beginning of the game, but I can't seem to keep them happy. Even after building every morale boosting structure I could I still seem to have to keep taxes at 5-10% to even keep above 40% morale, any help would be appreciated.

Please see some of the threads in the GalCiv forum. There have been many answers to this query. The most likely is that your population is getting too high, or that you are being destabilized by another race.
