Scaleable tech cost

I was just thinking that maybe the time and cost of a tech should be in proportion to your fleet size.
example:
If you have many scout frigates, the tech "Refined Laser" should take longer time to finish, because the more ships you have, the more time and cost it would take for your empire to upgrade all of those ships.

It does not stand to reason if I follow you correctly. This is so because R&D advancements are not dependent variables of implementation. Implementation in and of itself is a pure economic factor with a logistical dependency.

Yeah, your researching how to improve them, not actually improving them. Kind of like, it takes one person to build one prototype to be able to say eureka, you don't have to retrofit your entire fleet to call it a breakthrough.

well if you did include retrofitting costs then yes, it would cost more and take longer to complete "research" for such things as the gauss capaciters, but single flow caches (i.e. things that are used once and not again, bullets missiles etc, but not the firing mechanisms) should not suffer from an increase in time.
