Are space lanes supposed to pulsate in & out of your planets grav well?

A movie would show this better, but the space lanes pulse in and out of some of my planet's grav wells, is this expected? It kind of bothers me a little, as it distracts me, as I think an emeny is phase jumping in...What is the significance of the differing colors?

yeah its been mentioned as a bug, I think... I've noticed it only happens once you start spreading culture...

Yeah, I see that the colors do reflect your influence/culture in some way. Do we know how this works and what benefit it has to the gameplay?
