Does AI pay starbase logistics?

Just wondering. If I have to pay it every time I set up a new starbase, the AI better be paying it too. Do they?
Also a thought: Basic Logistics costs 300 to research, allowing me to build the Logistics Management Center which costs another 500. That's an up-front investment of 800 just to save 25% per future starbase. Let's say I had 5 starbases at the time I completed this project. I would then have to build three additional starbases just to break even on the deal, for a total of eight starbases now. Seems a little harsh to me, seeing as if I had eight starbases I'd most likely be winning the game anyway.
