i have seen on quite a few wallpapers and skins that people do like a //// pattern over the wallpaper, which looks cool, but i was woundering how to do that effect on a wallpaper i have made. below is an example

There are a number of ways, and the one you choose will depend on the exact look you want and your particular graphics app's tools.

I think the effect you are looking for is usually called a "texture". Search your app's documentation for "texture" and see if they are supported. Most apps come with default textures, such as the diagonal hash lines, and also let you define your own.
