I'm just wondering if there is a way to make a small installer with my newly made wlecome screen so i can send it to people and they just need to double click the installer and the new welcome screen installs on their system?

probably not, unless you purchase some licensing/distribution rights

but since the program is free all they need to do is install it.
then they can double click the files you create to self install them
