ToolTip bug

ToolTips typically pop up based on an offset to the Mouse. These are currently popping up under the mouse requiring two clicks, one to dismiss the tooltip, and one for the action. I'd also personally like them to be faster. As a new-comer, I'm pausing over each button to see what it does, and the combination is very distracting.
