Adding modules to Starbase

I have no idea why I'm unable to ....but I can't seem to find a way to add modules to the Starbases.
I've 'researched' up to, and past activation of many of the modules, I'm upto "'advanced' starbase" but the modules don't show up anywhere.
And the 'upgrade' button is grayed out.
So when/how do I add these modules to the starbases?

You need to build constructor ships and send them to the starbase. Each constructor allows you to add one module. To add 10 different modules, for instance, you need a total of 11 constructors: 1 to create the starbase initially, and 10 to upgrade the base with the modules.

Yea....it does.
I just tried it, and you need one ship for 'attack' weapons, and one to deliver 'defensive' weapons.
Oh man.....thats a lot of ships....and a lot of time.
No other way huh?.....&%#$*...

Meh, get a powerful planet that can chuck out constructers every three turns.
Now try managing over 50 starbases, and a fleet of nearly 200 ships

nope, it's not too hard though. Upgard the constructors with a couple of engines and you dedicated production world will still crank 'em out in a turn or two.

Yeah it takes alot of time, I usually dedicated every world with a starport for about a year building defensive starbases. Your military might may lag behind because of it, on the graph anyway, but if they try to attack they'll be toast.

It also gives you something of the enemies you can interdict: Constructors.
