How do I mod events?

Does anyone have any info regarding creating events? Events are one of my favorite aspects of the GalCiv games, but it never feels like there are enough of them for my tastes. GalCiv 1 eventually had a slew of user-created events, but in my last game of GalCiv 2 I had numerous duplicate events - there are just too few.

So questions are: what are the variables that can be affected by events? How many variables can be affected per choice? Do I only have to add events to the events.xml file (plus the corresponding graphic in its appropriate folder)? Can I create my own "super" events, like the waves of xenophobia and reproduction boost?

I'm sure someone will create an editor making it easy, but in the meantime I'll have to do it via XML code. But I would really like to increase the number of events, as well as having events that are tough choices beyond moral considerations (good, neutral & evil choices have both great benefits and great drawbacks).

Events.xml holds the events, and you can tweak them to your heart's content

This is only the Good/Evil/Neutral set, though, not the galaxy-wide or luck-induced events. Also, I don't know how to set event frequency. I wish they were more than just "Sometimes when you colonize a planet, and almost never otherwise".

For a decent, free XML viewer, try http://xmlmarker.com. Unfortunately I still do my editing in jEdit, as Excel is crappy (can't handle enough columns, for one thing) and xmlmarker isn't good for editing, so I'm still looking for a good modding tool. But xmlmarker is quite good for just looking at xml files in a spreadsheet format.
