Unable to connect pre-login

After the last update I am unable to connect to the secondary until I log in to it.
So I go to "troubleshooting" on the secondary and see this:
Then I can't connect to the secondary at all. The primary shows a connection for a moment, I slide the mouse over, it disappears, then pops up at the upper right corner of the primary.
Rebooting . . .
